I have read that they can't just "milk" him and artificially inseminate mares, he actually has to do the work himself.

When I tried checking my recollection online, it seems as though this isn't true. There is a lot of information out there about horse artificial inseminations. I also didn't realize that horses had the risk of catching venereal diseases.

They can do it, but the rules of thoroughbred racing forbid it. Any offspring that resulted from artificial insemination would be a high-quality pet horse (or cow pony) that would not be permitted to race.
