For the Delaware opening, my money is on outgoing Lt. Governor John Carney.
He lost the Democratic primary for Governor by a razor-thin margin to Governor-elect Jack Markell, the state treasurer.
Outgoing Governor Ruth Ann Minner (term limited) is also a Democrat.
