Question for the Ladies of The Bored
Dear ladies, this is an absolutely hypothetical question for you, directed to each of you because each of you is a girl-type person with a special understanding of the hypotheticality of this hypotheticallness.
Let's assume that you were, um, going steady with some hypothetical person, yes, that's it, you were going steady.
And let's assume that it was pretty much taken for granted (except that you and this hypothetical person would never take each other for granted under any circumstances) that you would be tying some sort of knot, although you dance around it a bit, but you know it will happen and you want it to happen (you spend a lot of time talking about things that will happen in the future, where it is clearly understood that you and this hypothetical person actually have and are planning a future together, a future wherein wondrous and magical things actually can and will happen, as has already begun to happen for both of you).
And let's assume that a bad day is any day on which you and this hypothetical person do NOT share time together (hypothetically, if the persons who employed you were to offer you the opportunity to spend five weeks in your favorite foreign country, working on a project on which you would LOVE to work, you would tell the persons who employed you to bite you, because the hypothetical person could not go with you, and you just were not going to spend five weeks away from that hypothetical person).
And let's assume that everyone who matters to you (in addition to this hypothetical person) approves of all of this. In fact, not only does your cat approve, but the cat sometimes annoys you by cozying up to this hypothetical person more than he cozies up to you.
And finally (at last!) let's assume that you have a birthday coming up next week, AND, let's assume that you and this hypothetical person will be going on a trip together that will finish up in Paris a month after your birthday.
The hypothetical question: if the hypothetical person were to pop a particular question to you, to include offering you a piece of crystalized carbon set in a gold setting, would you, as a female girl type of person, be more thrilled about it if it (a) happened on your birthday (i.e., earlier), or if it (b) were delayed a few weeks and it happened while you were in Paris, walking along the Seine below a three-quarter moon (due to an unfortunate astronomic calamity, the full moon will occur a week too early, when you would be together in Berlin, which is a nice place, but, well, it's not Paris)?

I won't answer personally because I'll wait until we get to Paris. Ha!
No, I won't answer personally because that would not be a good question to ask me.
But, thinking logically, I'd say birthday. For a number of reasons:
1. I wouldn't have to worry about keeping good track of my new, expensive beautiful carbon ring in a foreign country and throughout the trip.
2. I wouldn't be nervous through the whole thing waiting for you to spring it on me (because I'd know you were going to).
3. I'd like to arrive in Paris with my affianced rather than have to spend a couple of weeks with 'some guy' waiting for my fiance to show up.
And, as long as we're assuming, let's assume that we can't figure out who wrote this post. Congratulations in advance!

Paris sounds like a nice thing to remember when thinking back to when you got asked 'The Question'.

You are such a romantic fellow that any lady that were offered crystallized carbon by you would be a very lucky lady indeed, under any circumstances. So, you might as well make your proposal in the nominal world capital of romance, Paris, because that will make the retelling of the story in future years most charming to all who hear the tale of love and commitment. I wish you decades of great happiness. Actually, I would wish you centuries but you undoubtedly would become a crabby old coot by the end of the first hundred years or so, so that might spoil some of the romance of the early years.

Our engagement was a foregone conclusion and it truly didn't matter to me when or where.
Hubby chose leap day at our favorite Italian restaurant and it's a cherished memory. Also a funny one because the waiter interrupted his proposal to ask me if I wanted pepper on my salad. Only time in my life I haven't peppered that salad.
Her birthday is already a special day. Pick a new day to make special. Paris sounds like a lovely choice. Or you could propose three times.....with little gifties each time (ie: real proposal on her Birthday with the ring, a new proposal in Belin themed around the full moon and a final proposal in Paris with a Seine like focus.).
Whatever you choose will be cherished. Do what feels right.

Added birthday bonus: It's easy to remember the anniversary of the date of your engagement. Or get you in twice the trouble if you don't. It could go either way.

I agree that any day you do it will be special and memorable!
That being said, I personally vote for anything other than the birthday. I would stay away from birthdays, existing anniversaries, valentine's day and christmas. They're just too obvious and you want to make your own special day. Hey if you can plan it right, you can make it so that the wedding falls on the same day (so if you want to get married next year, propose on a Friday for a Saturday wedding, if you want to get married in 2010, propose on a Thursday for a Saturday wedding, etc.)
Plus you don't want her potentially jealous and catty friends and co-workers to be able to say "you know he just did it on your birthday so he'd have one less date to remember." Because girls can be like that. And someone will say it. Even though it's mean and wrong and not at all your intent.
Or don't plan it at all...carry the ring every day for the next month and when you feel the moment, just do it...no matter what the date is!!!!

I ain't no chick, but I gotta go with the Goddess on this one, for one reason:
I hated Paris. Loathed it. It was pretty, but soul-less. And it rained the whole time I was there. But if you DO decide on Paris, don't do it on the street...go up as high as you can in the Eiffel Tower, and propose from there. The alternative would be at the middle of the Pont Neuf, but I'd vote for the Tower.

Then go up to the artist's market on Montmartre, ask for a guy named Jean (it might even have been "John," since I don't think he was French), and deck him for me. I asked him to put a gorgeous watercolor on hold for me for half an hour while I went back to my hotel, and he agreed...then when I got back 25 minutes later, he was gone...I had to "settle" for another gorgeous pen-and-ink-and-watercolor, which frankly, I think I like even more, but it's the principle of the thing!
Then I ended up WALKING back to my hotel (cuz I got turned around, and couldn't find either the Metro or a cab)...in the rain (of course)....with my watercolor under my arm, hoping it wasn't washing away to a blob of color. Luckily, it didn't. But I still can't stand Paris.
