I would like to respectfully protest the Russian answers. Modernization and Westernization are generally associated with Peter the Great's reign. And while Catherine may have had more success against the Ottomans, Peter was not completely unsuccessful. The successful Siege of Azov yielded Russian access to the Black Sea and assurances that the Ottoman controlled Tatars would not attack Russia.

I'd like to add my voice to krox's, especially with the "modernization and Westernization" statement.

It was not purposely misleading. It should have been worded "leaders from Asia/Eurasia" or something similar.
