The Center for Popular Democracy receives a lot of donations from liberal and progressive donors, including Soros' foundation. As this article indicates, his funding is a small part of the funding and you could probably say that lots of liberal groups that oppose Trump receive some amount of funding from Soros, as they do from many other liberal donors. The Ford Foundation also contributes to the Center for Popular Democracy but I don't see their name mentioned in the right wing smear campaigns. The snopes.com fact-check is dated November 2016 (updated February 2018). I've heard many attacks and defenses of Soros over the years. He just happens to be in the news right now.
