How come when I earn too much, the IRS takes away my tax breaks, but when the oil companies earn too much, it's "we can't do anything about it except hold hearings" from the Congresscritters?

I get a largish refund from the feds ($800-something which pays for kitty surgery), and the state owed me $17, which I told them to give to the endangered wildlife fund.
