Sadly, no. As the winds rotate counterclockwise around the storm's center, they push Gulf moisture onto areas to the east. So Houston got the heaviest rain (but not the strongest winds). Now Harvey's stopped moving, continuing to pummel Texas. We've had 18 inches so far and we're 25 miles north. No. Landfall was only part of this. The bands are neverending. Houston is under water and surrounding communities, 50 plus inches in the end. I can only imagine this kind of flooding. We had 6" of rain fall in 1-1/2 hours several years ago and it was devastating.

It was simple. The reservoir is filling up and will back up into some neighborhoods and those folks should evacuate. As I understand it, the Corps of Engineers is releasing the water because the dams are at risk for failure. According to a story I heard this morning they were rated as among the most likely to fail. Section 6 of this executive order, signed two weeks ago, isn't looking like such a good idea right now. It repeals a 2015 executive order directing the government to enhance infrastructure with protections from flooding.
Obviously there hasn't been time to implement the repeal so I'm not saying that anything would have happened differently in Houston this time around. But we're seeing a pretty good illustration why repealing the 2015 executive order was a mistake. Kudos to Rep. Carlos Curbelo (R Fla.) for saying so at the time. --Bob
