As I said, I have driven several hundred miles through the Dakotas over the last few days and I have long noticed some things, plus a few new things.
1) There can't be very many states where the "State Government County" voted more heavily for Trump than the state as a whole did, as they did in both Dakotas. Obviously, this is harder to isolate when the state capital city is huge-ie Phoenix.
2) South Dakota has a more western vibe than North Dakota does.
3) SD obviously has a much larger tourism sector, while ND has a much larger energy sector.
4) SD has a more livestock based ag economy than ND. ND has a more grain and specialized crops (ie Canola/potatoes/sugar beets) ag economy.
IE-SD has about 1.66 million beef cows, ND has about 1 million.

In some states the "State Government County" is also the home of the state's main university, or one of the state's main universities, and that would help boost the Democratic vote there.

Kent County (Dover), Del. went for Trump, and Clinton took Anne Arundel County (Annapolis), Md. by just a fraction of a percent. In the other states around here, the capital county was more Democratic than the rest of the state.

Arizona had results that no one can really explain except for my county, Pima, which has always been liberal.
