OMG, some of the Somali students are called names, how can we ever live with ourselves? I guess the knifing is our fault.
You know what-read "Little House on the Prairie"-bullying has been going on for a long time.
Memoirs from the 1920's era (and others) are replete with examples of the Jewish kid growing up in an Italian neighborhood who had to learn to use his fists to survive the bullying. Insert other ethnic groups and the memoir of your choice.

The East is no different from the Midwest. The N.J. bomber's family was harassed because their restaurant stayed open very late at night, and according to them, because they're Afghan immigrants.

Please note that the operating assumption in the WaPo story is that the Somali kids are little lambs in school. I figured somebody might go down the road that Frank did.
As far as "Shoving It"-I was bullied for years, probably as few are. Elementary was a living hell because I was the smart kid (and for other reasons)in a very small school. My parents took me to a specialist in 3rd grade to look at my reproductive area because of the extreme amount of times that I had been kicked/punched etc in the family jewels.
The best thing that happened to me was that we paired with a neighboring school in 7th Grade where I made my lifelong friends. However, things did not get a lot better then. I can't say that I ever had knives pulled on me, but I was often forced into a secluded area at noon etc and knives were brandished at me. I basically skipped gym for most of 9th grade-because it was hell-I went to the library and read the Time-Life series on WW2. My skipping never came up in grades or conferences or anything-so obviously, a blind eye was turned by all.
Don't automatically assume that because someone doesn't faint over every alleged instance of name calling that they have no experience of being bullied.

I apologize. You hit one of my hot buttons. You were bullied much worse than I ever was. Apology accepted. I have been thinking a lot since I wrote as I had not thought about a lot of this for a long time.
The makeup of my kindergarten class was 9 boys and 3 girls. Oddly enough, we all graduated together which has to be some kind of record. One of the other boys is/was probably smarter than me-he was a lot more "Big Bangy" than I was-in both smarts (he is in computers) and interests-he liked his superheroes and stuff-to my knowledge, he was largely not picked on. Another of us turned out to be a homosexual. He dressed nice and hung out with the girls-but I think he was largely left alone and he dealt with his demons later and seems to have come through the fire. I apparently caught a lot of their flak.
Why didn't we move or switch schools?-we were geographically tied to the farm and it was harder then (mid 1970's) to legally switch. I do not remember this, but my parents' talked about having me live with my grandparents in the cities and attending a private school-I refused as I did not want to leave the calves and such. Would another local school have been better-probably, especially for elementary, but at 10-you know what you know.
I think (with no experience) that a particular person might not be as large of a target in a large school district, because you can hide in the herd. Stereotypically, the football players pick on the chess club, but at least in a large school-you have a chess club.
In my experience, the jocks were not the problem-my best friend to this day- was the quintessential football jock-his plan was to structure his life to at least get a look from the pros and he was well on the way-until he fractured some neck vertebrae and he is lucky to be walking.
The real problem was the (for lack of a better term) White Trash. They were just mean-and not only to me.
I have often thought what I would have been like in a large suburban(urban) district. Would I have fit with the D&D guys? I don't know, but I didn't fit with the D&D guys in our school. I think there is a rural type of kid that was kind of my group.
I think 9th Grade was the end of the real bullying, To this day, I have always been the guy that everybody seems to "Pick On"-but in a good way. If you can get that-so I had the bullying, plus the good type of "picking on" going on.
The best thing I did in high school(I think it changed my life in important ways) is that I went out for football in 11th and 12th grade. I had that opportunity in a small school, that opportunity would not have existed in a large school. I thought we were going to be state champions and I wanted to be part of that. People expected me to be in plays and knowledge bowl and such-but I got respect from teachers and other students for going out for FB and sticking with it.

The worst ended in 9th grade for me, as well. I think it's been proven that the herd instinct is strongest in early adolescence.

Oddly enough, looking back from 30 plus years-Seriously, what I regard as the meanest thing that anyone ever did to me was perpetrated by the yearbook staff in 10th Grade. They put a candid shot of me in the yearbook that should not have been there. The yearbook adviser should have stopped it.

Given the chaos of the average urban school district-I am afraid that name-calling probably falls pretty far down the list of addressable concerns.
I have said before that the Somalis are seeing the worst of both worlds. They are on the front line as to Urban Thug Culture-plus they carry Islamic and Somali tribal crap.

Ran across a surprising factoid that British Somaliland (the northern better part of Somalia) was a huge safari hunting destination in the early years of the 1900's. My mental picture of the region is a desert wasteland.
One book from the era was about 2 British women who spent 5 months hunting there. "Two Dianas in Somaliland".
