This is CBS' effort to get into the original digital programming game. They aren't part of Hulu, so they have their own channel all to themselves, but they've stocked it with lots of older episodes of both recent and vintage series (all the old Twilight Zone, Mission Impossible, various Star Trek series, and Hawaii 5-0 episodes). This however gives them a very valuable carrot to dangle to get people to subscribe to their channel.

The article I read is not quite clear, but it sounds like perhaps first-run episodes would appear on the over-the-air broadcast channel, but that on-demand and repeat viewings would have to be done over the streaming service. This article makes it appear that only the premiere episode will be on broadcast, then it will go exclusively to the subscription service.
