In the city of Atlanta alone (and that doesn't include all the suburbs), there were 155 complaints made to the police department between Friday and Sunday and one arrest:

Last year Arizona passed a law forcing municipalities in Maricopa and Pima counties (only) to allow any fireworks that stay on the ground. Firecrackers are excluded because they could explode in the air.

You'd be surprised how little force it takes to break bone, especially if it's confined to a small surface area. And I love "ground only" ordinances. If firecrackers can explode in the air, so can anything else.
