"Killing nine people makes you bad."
Back in the days when my nephew went down a few bad roads and made a few questionable choices, my brother used to say stuff like, "Stealing a little money out of your mother's purse for booze doesn't make you a bad person. Killing nine people makes you bad."
Is Dylann Storm Roof a bad person? I say Yes, admittedly without any other knowledge about this guy.

I'd wager he was a bad person before killing those folks.
