Just read an article on it and I see a fundemental problem. Look at the quote by one of the standards writers.
"For years there has been a raging debate in mathematics education about which is more important, procedural fluency or conceptual understanding. The obvious answer is 'both' and the standards give that answer," said University of Arizona mathematician Bill McCallum, who co-wrote the math standards.
If he can't even understand the simple "greater than" or "less than" concept how can he develop a math standard?

If the question is "which is more ...." of anything then the answer can never be "both". What an idiot. The possible answers are: choice A, choice B, ...choice n or "neither (or none) because they are equal". Not "both".
