Dang, I was drawing a blank on Garfield's first name! If it had been something other than stupid James, this answer would have been right!

Here are the top 7:
William: 103
James: 95
George: 85
John: 54
Grover & Franklin: 46
Barack: 44

I'll bet there's some way to manipulate these numbers to make my answer right. It works if you make it Jimmy rather than James Carter, but you'd also have to also keep William rather than Bill Clinton for it to work, and I don't know how to justify that.
