I also found the wording confusing and hadn't heard of the song. Apparently, it's a real law, but don't tell Victoria Dudko.

If there is such a law, I presume it's meant to suppress applause that might be related to political protest and that it was never applied to musical or theatrical performances.

I have confidently gone out on this question, assuming that if they're connecting a stupid law with Lady Gaga, it had to be a reference to her trademark costumes.
