For some reason, I thought that he was messing around with employees, which might be considered unethical behavior.

There is nothing unethical about dating your employee. It is only if you harrass them into it or use it when you break up to make their work life miserable.

How could most people find dates if they couldn't date from the work pool?

The problem, then, is that such calls do not address an opposition audience so much as they signal virtue. They talk past those who need convincing. They ignore actual facts and counterargument. And they are irreparably smug.
