Next week is Cruise In and Win Week on SyndieBAM, with each stack containing a question with a Disney cruise as a bonus prize. Home viewers have sweepstakes, too.
NEW YORK (January 3, 2014) -- "Who Wants To Be A Millionaire," with new host Cedric "The Entertainer," is giving one lucky home viewer the chance to escape the winter blues and set sail on a Disney Cruise Line vacation aboard the newly re-imagined Disney Magic through the "Millionaire Cruise In and Win" Sweepstakes to be held on Millionaire's website. There's an extra dose of magic aboard the Disney Magic with new spaces, re-imagined areas, and exciting additions for every member of the family.

To enter, go to www.millionairetv.com January 6 (beginning at 12:01 a.m., ET) - January 17 (ending at 11:59 p.m., ET), 2014. One grand prize winner will be randomly selected for a chance to win a Disney Cruise Line vacation for four to the Bahamas on the Disney Magic sailing from Port Canaveral, Florida. One entry allowed per person/per email address per day. Must be at least 18 years of age as of date of entry and a U.S. or Canadian resident (excluding Quebec) to participate.

What do they have against Quebec?

Perhaps Quebec has some restrictive law about sweepstakes that results in sweepstakes being excluded there?

I googled and found that it is true, at least the law makes it very expensive to hold a sweepstakes there.
Quebec Sweepstakes Law Is Behind Many Companies' Decision to Exclude Quebec
Companies don't prohibit residents of Quebec from entering many of their sweepstakes because they don't want to advertise in Quebec, or because they have anything against the residents of that fine province. The reason why so many sweepstakes are void in Quebec is that the sponsors must follow a stringent set of rules set out by the Quebec government.

There is another rule that appears to apply to all of Canada:
Include a Skill-Testing Question

In Canada, games of pure chance are prohibited as illegal lotteries under our Criminal Code. This includes contests where prizes are given away through random draws, as well as those where prizes are randomly distributed through game cards or on packages (e.g. “scratch-and-win” games).

For contests of chance, making prize redemption conditional on answering a skill-testing question turns a game of pure chance into a (legal) game of mixed chance and skill.

Perhaps they have entries answer one of the show questions or tie it to at least one on-air contestant answering a cruise question correctly, which I figure to be a near certainty.
