Joe thought the C was worth 1 and the Bs worth 2 each.
Maybe the Bs are only 1 but it seemed strange that all would be worth 1 there are some higher values
Maybe the Bs are worth 4?
Joe wishes he played Scrabble more recently instead of his daughter's games. Although he does like her games
Joe does not see any way to get to 14, and all of them being worth 1 is strange and the game would lose its meaning.
For that reason Joe went with B, 11, final answer

This is a very bad question. It doesn't take into account the possibility of blanks. (It's also rare that a word scores only its face value, but it can happen under very specific tiles placement.) Having said that, I would have understood what they were asking.

I presume that they aren't including blanks (SCRA*BLE). R, S, and L are worth 1, as are A and E. B is worth 3, so that means it can't be 8 or 11. C certainly isn't worth more than 3, so that means 14 has to be the answer.
