I believe this is a tactic to establish plausible deniabiliity, just in case the husband happens to take out the garbage some night, trip over the cat on the back porch, lose his balance, do a double-flip off the top step, and land smack dab on top of three .38 bullets that just happen to be passing through the neighborhood.
