Monopoly doesn't have any compartments, either. That was my first approach on the question - which game has compartments? Risk has those little boxes with all the pieces. (I didn't know Risk and Clue came after the war.)

When I looked this up later, it turned out they printed maps on silk and folded them so small they crammed into the game tokens. Nifty. But not deducible from the question.

The original Risk games had plastic boxes with lids to hold the armies, which could count as "compartments" I guess. But it's not old enough. FWIW it was based on a French game the title of which was translated as "World Conquest", which is how Parker Brothers first sold it.
