However, if it were ME making the best list, I'd list them this way:
1. Honor Blackman ("Goldfinger")
2. Ursula Andress ("Dr. No")
3. Jill St. John ("Diamonds Are Forever")
4. Grace Jones ("A View To a Kill")
5. Michelle Yeoh ("Tomorrow Never Dies")
6. Jane Seymour ("Live and Let Die")
7. Famke Janssen ("GoldenEye")
8. Maud Adams (both "The Man With the Golden Gun" and "Octopussy")
9. Diana Rigg ("On Her Majesty's Secret Service")
10. Barbara Bach ("The Spy Who Loved Me")
Admittedly, I've not seen "On Her Majesty's Secret Service" in ages, so Diana Rigg may deserve to be higher, but this is my list as of right now.
As for the bad, Denise Richards is far and away the worst. Lynn-Holly Johnson ("For Your Eyes Only") is truly awful, and Carey Lowell is right up there. And Tanya Roberts was pretty dreadful, too...but Grace Jones made up for her.

OK, now that I've looked at the link (I didn't want to influence my list, so I waited), there's one great choice that I left off mainly because I never saw here as a Bond "love interest" (or even missing any sexual tension), which I find a prerequisite to being a true "Bond Girl". But she is one of the best villians ever in the series...
Lotte Lenya rocked in "From Russia With Love".
(BTW, they spelled her name wrong on the list. Am I the only one who had a visual of Rosa Klebb singing "Orinoco Flow" when I saw "Lotte Enya"?)

Don't know if this is pure sex appeal or if they get some credit for the work they did on screen.
Carey Lowell might not rate high but I have always had a "thing" for her so she could chew scenery with the best of them and I wouldn't care.
Meanwhile Barbara Bach for example never really did much for me.

Definitely a great villian in a movie with several great villians and one of the best films of the series. But I think she would hardly qualify as a Bond "girl" at 65. IMDB has Olga Kurylenkolisted as one of the cast and the most obvious choice. The rumor mill seems to be shooting down Carice Van Houton.
The title of the film is listed as Quantum of Solace and another rumor is that this one picks up literally right after the last one.
The last film was unusual as Bond didn't end up with the girl at the end. Rather he ended the movie avenging her death. Other than perhaps HMSS that is a bit unusual as best I can recall.
