OK. Three items here:
1. Before reading this transcript, I said to myself, "I'll bet she's one and done." Sure enough ...
2. I guessed the right answer from the start, since I figured C was too obvious and the correct answer had to be the next less populated. Not sure that I'd have gone for it in the hot seat, but I'm just sayin'.
3. $12,500 is "middling", earendel, compared to what contestants could hypothetically win on the show [sigh ...], but if I weren't sure of an answer, I wouldn't want to risk $7,500 on a guess. Again, I'm just sayin'.

Why was Hawaii "too obvious"? It has at least one large city, Honolulu. I doubt that Vermont has a single municipality with a population of over 50,000.

I can understand someone not wanting to take a risk. And I can see how someone might be happy to win $12,500. But it's still a "middling amount" because, despite what it may look like these days, the name of the show is "Who Wants to be a Millionaire.

Populations in 2000 which is what the Reps are based on right now:
Spoiler
A: Idaho 1,293,955
B: Vermont 608,826
C: Hawaii 1,211,538
D: West Virginia 1,808,345

Vermont has half or fewer the population of the other choices. As a matter of fact, the only state with fewer people than Vermont in 2000 was Wyoming.
No matter where you go, there you are.
