I am tempted to say I'm not believing it just 'cause the source is Wikipedia, where they had Liz Smith-the-gossip-columnist married to someone she never married & she says it took her months to get them to take it out. And the eels don't have Liz Smith-level clout to correct any wrongos about them.

But let's grant that the Eel-Wiki entry was lifted directly from some legit bio book (as it most likely was, lifting with or without attribution being another unsavory characteristic of Wikipedia):

Back in biblical days, that fin fused into a ribbon would not cut it as a fin. Modern biologists/anatomists may say "fused fin!", but my ancestors, the ones whose descendants today are debating whether adult swordfish are kosher because they've lost their baby scales, would have taken one look at those eels & said "not a fish!!!!!". Their descendants certainly do.

I admit I am tempted to check a site on kashrut & see if those eels that do have a pectoral fin make it onto the list. My stomach is not tempted, though. My stomach is very untempted.

The scales on eels are not like fish scales which are removable. They are part of the eel's skin and therefore eels are not kosher.
See? Now we're splitting hairs ("pilpul" in Hebrew; Jewish scholarship uses this exact term for this exact sort of question) about fish scales. Or non-fish scales.

Question:

Is fresh-water eel kosher? I know that the eel is really a fish, with very small scales and elongated fins, so shouldn't this popular sushi fish be kosher?

Answer:

Eel are not kosher, though they seemingly have both signs that demarcate kosher fish: fins and scales.

This is because the definition of fins and scales – as they regard to kosher – are clearly designated by Jewish law. Not every "scale" meets this limited definition. According to Torah law, in order to be considered a "kosher sign," a scale must be easily removable without tearing the fish's skin.

Eel's scales are part of their skin and cannot be removed without tearing the skin.

While on the surface, this makes me glad I don't have to keep kosher, on the other hand I can't stand eel (I've tried it as sushi -- cooked, of course -- but it's just not for me.
