A twist on the heart-warming "cop delivers baby" story.
I am about 25% sure of this.

This was all over the Boston area news, needless to say. What I found surprising was that the first two troopers didn't radio ahead about the situation or offer to escort them. I would think this qualified as the "life" part of "life or death situation".
There's no information about the experience of trooper #3. Wouldn't surprise me if he turned out to be relatively new to the job and was being a stickler on the rules.

They had already passed by two troopers while travelling in the breakdown lane. Those two essentially took one look at the two-almost-three people in the car and told them to go ahead, though to do so with care since the breakdown lane wasn't an open lane at that point.
