I Googled to discover that the list was for "Best Places To Look for a Job," a.k.a. cities with exceptionally low unemployment rates. The top cities were in the 2-3 percent range. Sioux Falls and Rapid City will soon have much higher unemployment rates due to the banks with offices there laying-off many people.

I don't know what the minimum size of the city is to qualify for this list or if the job growth figured into the ranking, but our county typically ranks well with one of the lowest unemployment rates in New York state.
