Number sequence puzzle

What's the next number in this sequence, and why?

1, 4, 3, 11, 15, 13...

Hint: The sequence, and the solution, require that you read English.
I am about 25% sure of this.

Good one!
17 is next since it is the first number requiring 9 letters to spell.
Not sure what the next would be. It depends on if one counts hyphens or not.
