Simple bipartisan fix for the financial system?

Have everyone involved with writing and processing mortgages write at least 2 million times on recycled paper:

"I'm sorry. After reviewing your application, you just do not qualify for this loan. It's not your fault, it's Bush's"

They will need to write it very small in order to use as little paper as possible.

I think this would be acceptible to everyone.
