Who sells plain paper tape?

Who sells plain paper tape?
I needed some to ship a package via registered mail (no other shipping method accepted where it was going). I bought some from Staples that they called paper tape, but it has a glossy finish and can't be used. They hid the finish under the plastic wrapping so I couldn't tell until getting it home. I ended up buying the more expensive fiber-reinforced stuff. It's overkill, both in terms of the quantity I had to purchase and in terms of the package it was sealing.
So who carries the plain paper tape in their stores? I wasn't able to find it anywhere.

They don't like it because the ink stamp stuff smears. I sent a registered package earlier this week and they retaped the thing for me-- they didn't know where to find paper tape, they said they just have it because They Are the Postal Service. Many of these (squirrel) migrations were probably caused by food shortages as well as habitat overcrowding. We solved that for them. We not only reduced their habitat, we reduced the whole species by about 90%. The least we can do now is share a little birdseed with them.

Thanks, gs and wintergreen, for expanding my information about the USPS and registered mail.
