This was all over the Boston area news, needless to say. What I found surprising was that the first two troopers didn't radio ahead about the situation or offer to escort them. I would think this qualified as the "life" part of "life or death situation".

There's no information about the experience of trooper #3. Wouldn't surprise me if he turned out to be relatively new to the job and was being a stickler on the rules.

They had already passed by two troopers while travelling in the breakdown lane. Those two essentially took one look at the two-almost-three people in the car and told them to go ahead, though to do so with care since the breakdown lane wasn't an open lane at that point. It is on other roads during rush hour. This last guy made her open her coat to show that she was pregnant.
