In fairness, that's what the language is called in at least one episode - "The Trouble with Tribbles".

Scotty: Laddie, don't you think you should rephrase that?

Korax: (With Scottish accent) You're right. I should. (Drops accent) I didn't mean to say that the Enterprise should be hauling garbage. I meant to say that it should be hauled away as garbage!

Thanks for the quote, Ear. If a human had used the word Kilingonese, I'd suppose he didn't know much about the Klingons, like most people of that era. If another Klingon had said it, I'd call it a poor translation by an early model Universal Translator. But this guy obviously spoke fluent English. So I guess it was a 23rd century term.
