It appears it struck a flock of birds taking off from LaGuardia. Pilot guided plane to water landing.
Reports are all 146 passengers and 5 crew escaped.

The plane went down visible from my apartment. My family saw it go down and were initially thinking "terrorist attack". Thankfully, this situation had a much better ending.
