Ah, the BBC web headline writer ought to be ashamed of writing that one. I can think of at least four different meanings. It still leads on the BBC home page, although when the adults wake up (13h GMT now) that should change.

The intended meaning is a request from the head of the national assembly of Guinea to the international community for intervention. The international community will no doubt respond after dealing successfully with Zimbabwe and Darfur. Historically for the US, (who may be the largest target for the request) the ascent of the relatively benign, and at one time almost seemingly democratic in this approach, strongman Sekou Touré was regarded as a considerable success for American policy in the Third World, during the Kennedy administration.
