If one of our two British named unknowns ends up being an Arthur, it will probably go with 59. Immanuel Kant to yield Arthur Kent (Gulf)....

Not one of the unknowns, but the actual name of one of the knowns:

6. Duke of Wellington is named ARTHUR WELLESLEY.

6. ARTHUR Wellesley + 59. Immanuel KANT (A becomes E) = Arthur Kent (Gulf)

I thought we had established that 1 was Charles Dickens, who goes with Doyle Brunson for Charles Bronson (Dirty).

3. is not Oppenheimer, but Edward Teller, father of the hydrogen bomb, who goes with Ernst Chain for Ernst Toller (Expressionism).

If that's the case, then we have left:

Alfred the Great
Carl Sandburg

E > I

Intelligence

And that's a problem, since Sandburg doesn't have a E in it.

That's because 43 is not Carl Sandburg at all, but Stephen Benet, the one I was wanting in my last post, who goes with Alfred to make Alfred Binet, the father of the "IQ" test.

But Frank said that our answer for 1 was not what he had in mind.

He may have meant #3, Oppenheimer, since he didn't mention that answer wasn't what he was looking for. I think we are done...

Thank you for the game, Frank! I agree with lb -- can't believe you found that many names that fit your pattern. You continue to amaze and impress me.

Actually, there were way too many potential matches once I got going. The harder part was not duplicating any first names.
