Chicago's 1400 strategic suspects

I have seen this come up in several stories about Chicago violence.

The 1400 are those that are most likely to shoot, or be shot.

Where things get a little fuzzy for me is that Chicago should start running out of those 1,400 people pretty quick. If 70% of victims and 80% of shooters are on that list-How many of the original 1,400 can be left at this point.

If the 1,400 is a valid thingie-the shooting numbers should start to drop pretty soon.

Most of the guys on that list are probably gang members. Gangs never seem to run out of new recruits or more reasons for a revenge drive-by. Gun violence in Chicago is not going to go down due to attrition.
