The 1.1% can be explained by:
  • fat fingering
  • a computer glitch that lets time run out
  • hurrying and misreading the question (e.g.hour instead of minute)
I've experienced all these screw-ups.

My favorite is when I click on a choice, then hurry up and hit submit to discover at that very moment that the little circle didn't light up....
