I am not so sure what he meant by that either. He has signed some executive orders related to elections (which of course are being ignored and broken by cities and counties like mine and Fulton Co GA), but nothing like 'taking over' elections. (Though we have the usual corrupt federal judges who think they are kings weighing in).

Perhaps he is referring to the SAVE Act, which requires a Photo ID (which is an 80-20 issue only unpopular with the democrat leadership) and requires voters to be citizens. It has passed the House twice. The Senate is the sticking point. However, the latest is that Thune is going to revive the talking filibuster and make the dems talk for hours about how hard it is for 'people of color' to get photo IDs, when they need it for just about everything else and how much we need people who came here illegally from other countries to be able to vote.

Or perhaps he's doing one of his swoops just to get the left's panties in a wad.

Here's the first article I found that didn't have a first paragraph that told us trump 'claims fraud without any evidence' or some variation of that bullshit narrative. They're not sure what he meant either.

This is not really difficult. He said he doesn’t believe it when he loses an election. He claimed the other day that he’s actually won Minnesota the last three elections. That’s right, the state that voted for Walter Mondale.

He wants to “renovate” our elections like he is renovating the Kennedy Center - by shutting them down until he likes them.

Fortunately, he’s an old pants-shitting coward and will back down if we actually confront him.
