Definitely the best way to stop piracy, which is a worldwide issue, impacting key shipping routes, is to recruit more pirates. From the folks who brought you “the best way to stop guns is even more guns.” Still waiting on that one to pay off.

Who, government wise, is a proponent of/said "the best way to srop guns etc..."

Define piracy and shipping routes. And who said this was an effort to srop piracy?
