The last comprehensive immigration law passed in 1986. Obviously the world has changed bigly since then: many of our Communist enemies are now NATO allies. In 2003, the Homeland Security Act created DHS and ICE. It didn’t change the criteria for legal immigration or provide the resources to quickly adjudicate who qualifies under the old rules.

Numerous attempts to modernize immigration have failed. Until recently, they included a path to citizenship for people who have lived here since childhood. More anecdotal data. The Australian Border Force (ABF), which combines border control, coast guard duties, and customs, comprises about 6,000 staff, according to wikipedia. The US Customs and Border Protection Agency, which doesn't include the Coast Guard, has over 60,000 employees. I don't doubt your friend's observation, but I am equally sure that whenever he sailed the coast of the US, the Coast Guard knew exactly where he was and what his business was. He didn't need to be contacted by border control, because that function was handled by another agency. I also wonder how many countries and jurisdictions he sailed near on that 1000 nm trip from Papua New Guinea to Indonesia, as opposed to how many he encountered between Florida and Rhode Island.

There is no doubt that we need to update our immigration policy. Unfortunately, politicians have seen fit to prolong the problems as a wedge issue rather than try to actually solve them.

As to your last sentence, well, I don't think you'd want to make that statement anywhere where money depended on it.

I haven't responded to this because you did make a valid observaton about the term "border patrol", but I felt the context indicated any authority. But I wanted to be sure. So I asked him. He responded today.

Brad Willingham yes. I have never been approached by them offshore. I have been approached by them while in a center console cruising the canals on July 4th but more than 10,000 miles of offshore along our borders and have never been contacted by any type of law enforcement.

I know him as well as most people know fraternity brothers from college that they've seen at reunion events every 5 - 10 years. So,no I don't know his shoe size or favorite soft drink, but if we ran into each other at a football game, yes, we'd know each other. We were fairly close in college.
