From what I gathered, looking at Flock's "proof," the investigation was into possible money laundering, wire fraud, and other federal crimes, in which money from Republican campaign offices was illegally funneled to a wide variety of people. Those are federal crimes, not state election crimes. It's similar to Mobster A using wire fraud to get money to a hitman for a hired killing. The wire fraud is a federal crime; the murder is a state crime. Of course, financial fraud is something Donald Trump is an expert at. Not to mention that much of the document is still redacted or encrypted.
