Legal question-preemptive pardons include activities up til the pardon, federally. Correct? Biden didn't have to soecify, etc and state, local stuff isn't covered?

Has no affect on state and local crimes. Or subsequent crimes. Those pardoned also have to accept the pardons. And if they do, they no longer have 5th Amendment protections.
