The Senate will begin the process of reviewing the nominees before Inauguration Day, but no one will be confirmed before then. It is considered a courtesy to the incoming president to start the review process early, so that nominees can be in place as early as possible. President-elect Trump has promised to "hit the ground running," and wants his nominees reviewed as soon as possible. That is presumably why he is pushing the idea of recess appointments, so they wouldn't have to go through the (recently become) very political process of advice and consent.
