And while Biden didn't have Secret Service protection (and he never said he did), they were close at hand at the White House and could forward anything to the FBI or other appropriate agency for further investigation.

The quote from the Stern interview about the arrest:

“[Biden's mother] said, ‘Joey, let me — remember’ — true story, she said — ‘Remember when they were desegregating Lynnfield, the neighborhood … suburbia — and I told you — and there was a Black family moving in and there was — people were down there protesting; I told you not to go down there and you went down, remember that? And you got arrested standing on the porch with a Black family? And they brought you back, the police?’ And I said, ‘Yeah, Mom, I remember that.’”

There were protests near Biden's home in 1959, when he was 16. There's no evidence of an official "arrest," but again, it's not implausible the police may have taken away a white teenager and later released him without making a formal arrest and entering him in the system.
