From what I gather, the great bulk of fentanyl entering the US from California come through US citizens. Which makes sense. You’re not going to give something valued to someone who could be arrested for other reasons.

The article talks about having more personnel to do general screening, such as x-rays or whatever. In other words, it sounds like screening of legal immigration.
