All my candidates won - but the one issue on the ballot didn't - an increase in the city occupational tax to fund library improvements. Despiite an overwhelming amount of money spent by proponents, and the support of most of the big names on the local scene, the issue went down to a 2-1 defeat. I haven't seen the results to see where the votes came from, but I suspect I can predict them without much effort.

I'm sorry whenever a library measure is defeated, but what is an occupational tax? Is it different from an income tax?

Typical liberal. When it comes to taxes, money, or crime vote straight Democrat, but when it comes to something that you can't risk getting screwed up, putting food on your family's table, you go with a Republican.

In Louisville/Jefferson County, there is an "occupational tax" levied upon anyone who works within the boundaries of the governmental unit. It goes to support public transportation among other things. The tax would have raised $40 million, which the library system would have applied to its "master plan" to build three new branches, renovate 7 others, and improve the holdings at all branches. The amount per person would have been $2 per $1000, which isn't very much.

Oh, and to my surprise the measure was not defeated because of voters in two particular areas of the city, but was almost universally voted down - out of 26 council districts, it only passed in three.

As it happens the Commissioner of Agriculture does a lot more than just oversee food production. That office is responsible for guaranteeing the accuracy of supermarket checkout scanners, octane ratings for gasoline, and accuracy of pump indicators when filling up tanks.

I had a choice between the two gentlemanly candidates, then a state senator running unopposed and a woman I never heard of running unopposed for something I never heard of (soil and water conservation thingy).

I was out of there in record time.

Yes, but is that an income tax? A tax that is levied as a percentage of income? Or is it a flat sum head tax? Wherefor this new name of "occupational tax"?

I suppose you could consider it an income tax, although it only affects those who actually work in the area (commuters from outlying counties and southern Indiana also pay it). It's a deduction from one's salary - no form to fill out, no exemptions, etc. Perhaps it's called an occupational tax because if you don't work in the city, you don't have to pay it (i. e., if you live in Louisville but work in southern Indiana or an outlying county). And it's not levied against unearned income - game show winnings aren't considered, as they are for income tax purposes.
