Steven Zirnkilton is an American voice-over actor. He is most well known for providing the opening narration of all the shows in the Law & Order franchise. He has also provided voices for Family Guy and The Rugrats Movie. Baseball fans may recognize him as the narrator of Faith Rewarded: The Historic Season of the 2004 Boston Red Sox.

Wow, I could have sworn I heard somewhere that it was Dick Woolf. Probably getting it mixed up with something else (like he owns the royalty rights on the chung CHUNG! sound).
