I am willing to bet the air quality will be better than in Beijing.

No bet.
I was in Beijing in 1995 for International Women's Year, and despite their best efforts, the only time air quality could be described as anything close to good was right after a torrential downpour. Then within a few hours, the smog was back up to predictable levels.
