Professional advice

A doctor and a lawyer were talking at a party, but their conversation was constantly interrupted by people describing their ailments and asking the doctor for free medical advice.
After an hour of this, the exasperated doctor finally asked the lawyer, "What do you do to stop people from asking you for legal advice when you're out of the office?"
"I give it to them," replied the lawyer, "and then I send them a bill."
The doctor was shocked, but agreed it was a good idea and decided to give it a try.
The next day, still feeling slightly guilty, the doctor prepared the bills. When he went to place them in his mailbox, he found a bill from the lawyer.

What did it mean?
In the same movie they revamped the slogan, what was the new slogan?
Finally, before becoming a comedian, the famous person (who at the time was a relatively unknown) had a dramitic role in this movie - who was this world famous comedian/actor?

Ooh! Ooh! I know this one!!!
The movie was Wild in the Streets, and the slogan had to to do with a demand for a reduced voting age. Hal Holbrook got them to revise the slogan to '16... and ready.' The comedian/actor was Richard Pryor.

Except I remember it as '15 and Ready' as the compromised slogan. Chris Jones's trusty brainiac of an advisor I thought was only 15 and any compromise had to let him vote - but you might be right - I don't think I've seen the movie in close to 40 years (I was 10 at the time and saw it twice in its 1st release - but it always stayed with me).
