Speaking of what it was we were talking about. . .
I've always wondered if Mr. President Theodore Roosevelt was annoyed at being stuck way in the back, where he couldn't see much, or if that didn't make much difference to him, because he didn't have his glasses anyway.

So it appears that the numbers correspond to the alphabet - doing the substitution shows that the letters are all roman numerals (which makes sense given the theme to the QoD). The value of those roman numerals are in the range of 1 - 26, clearly they correspond to the alphabet again - bold and non-bold sections represent word breaks, this yields the following:
23 8 15
9 19
19 5 3 15 14 4
6 18 15 13
12 5 6 20
15 14
13 15 21 14 20
18 21 19 8 13 15 18 5?
which is:
Who is second from left on Mount Rushmore?
Now is the from the perspective of looking at the mountain? If so the answer is Thomas Jefferson

Drat - I forget to convert it back to the numbers that represent the roman numerals of the correspending letters of the answer.... oh well - this was my first attempt at a QoD.

As most of you discovered, the code is a combination of a number substitution code, with roman numerals turned into arabic numerals. The question, decoded, reads "Who is second from left on Mount Rushmore?" The correct answer is Thomas Jefferson.
