Question about the Unicameral

I just saw the Governor Pete Ricketts doesn't plan to call a special session of the Nebraska Legislature in order to further restrict abortion availability in Nebraska because there are only 30 votes to support the additional restrictions, which aren't enough to pass it. But the Unicameral has 49 seats. Why aren't 30 votes enough to pass this proposal? Does it have something to do with different voting thresholds at a special session? --Bob

According to this statement from Gov. Ricketts, passing the law would require 33 votes, so there must be a 2/3 requirement. I don't know if that would apply only to a special session or maybe a quirk due to the legislature being unicameral.
