Funny how Flock only likes those provisions of the Constitution that work in his favor.

There is a federal law that requires voters to swear under penalty of perjury in federal elections that they are citizens. That law preempts Arizona's attempts to impose more stringent requirements for proving citizenship.

From the article Flock linked above:

"The lawsuit argues that the Arizona law violates the National Voter Registration Act (NVRA), which requires that voters before participating in a federal election fill out a federal form. While the form does not require documented proof of citizenship, it does ask under penalty of perjury whether or not one is a citizen."

The article also mentions that Arizona's previous law requiring this was ruled unconstitutional by a 7-2 vote with the majority opinion written by notorious liberal Justice Scalia.
